Dear [Senator X],

I write to urge you to reject the nomination of Gina Haspel as director of the Central Intelligence Agency.

I am deeply alarmed by Haspel’s senior role in the CIA’s post-9/11 torture program, which purposefully inflicted severe suffering and harm on individuals. Credible public accounts establish that Haspel ran the first “black site” in Thailand, where detainees were subjected to waterboarding and other torture. Haspel also took part in the destruction of videotapes and other evidence of criminal conduct.

Haspel’s involvement in the now-discontinued CIA torture program renders her manifestly unfit to serve as director of the agency. Promoting her to the CIA’s highest position would send a dangerous message that torture is acceptable, contrary to the United States’ laws and values. It would also be a betrayal of victims of torture everywhere, as well as of the American public, which expects U.S. personnel to adhere to the highest legal and ethical standards.

The CIA’s use of torture is well documented in the Senate Intelligence Committee’s study. The Executive Summary details extensive and brutal abuse, including waterboarding, beatings, sleep deprivation, stress positions, prolonged isolation, and rectal rehydration without medical necessity. As Physicians for Human Rights has documented, these practices were systematically designed and carried out, at times by and with health professionals in order to legitimize and sanction their use. This fundamental perversion of medical ethics is just one example of how torture corrupted multiple institutions in American society.

All records of Haspel’s involvement in this secret program must be disclosed and declassified prior to her confirmation hearing on May 9. Senators must be afforded the ability to fully scrutinize Haspel’s background during the public hearing, including the degree to which her conduct while overseeing any black sites violated the absolute prohibition against torture and other U.S. human rights obligations under domestic and international law. The public deserves to know the full truth of any CIA Director nominee’s role in the agency’s disgraceful program.

I urge you to make clear that torture and other ill-treatment by U.S. officials will not be tolerated or rewarded with the promotion of those responsible for this dark chapter in American history. Placing Haspel in charge of the CIA would undo efforts – including those of Congress – to repudiate torture and to persuade the world that the United States does not condone its use. I urge you to oppose this nomination and to demand the selection of a nominee with a record of rejecting torture.
